Persistent Palettes NOT persistent

I've seen this throughout the web as well as the pdf cropping problem...why illustrator palettes clicked as persistent DO NOT STAY PERSISTENT![ponder]

Because multiple people use some of our palettes it is not possible to have them in just my settings...anyone figure this out?!!
