Persistant Read-Only Flag

I am trying to change the read-only status of a folder on one of my hard-drives. When I open properties the read-only box has a greyed out checkbox in it. I uncheck the read-only box, click Apply, and click OK. When I look at the properties of the folder immediately thereafter the read-only box is checked again (greyed out check box again). This is true with my Domain server and all of my other domain computers. But I can create new files, paste new files, and delete files in these directories.

What causes this to happen???
 
OK, after further investigation I found that this behavior is "by design".
