permit domain users to add hardware

I have a user that needs to add a printer when away from the office, but as a standard user they cannot. I have been looking and can only find a way of getting it to work by making them a local admin on that machine which I do not want to do. I can't find anything in the GPO or locally on the machine can anyone help??

Click Start, Run
Type in MMC (opens the MS Management Console)
Select File - then Add/Remove Snap-in and add the Security Templates snap-in.

Browse to HISECDC/Local Policies/Security Options
In there is an option under "Devices" for the printer install.

There's one in each branch, but I think HISECDC is the one you want.
