I have a problem with images that are uploaded through a content management system.

When the images are uploaded to the server they are set with a CHMOD 600 so I can't download them or change them, is this something to do with the server they are being uploaded to?
 
Yes. Assuming that you're running someform of *nix server (as you have *nix-like permissions), you would need to alter the umask setting for the Apache process; check your start/stop script as most such tend to have code in them to set this. The umask setting is, as the name implies, a mask - any bits set in it will not be set by default during file creation. The most typical setting is 0022 - this simply blanks the group and other write permission. What you are getting would typically be achieved by 0066, which would wipe out both read and write for group and other. The execute bits are rarely forced with umask since the most commonly used file creator call only sets it if given explicit instruction to do so, at which point umask is generally ignored anyway.
 
given that the site is not hosted by me, how can I change this so it will work?

I have tried using ws_ftp but it keeps saying SITE UMASK not recognised
 
It's up to the site owner to manage permissions - after all, the files are on their server. If you can't persuade them to help, you're pretty much out of luck, I'm afraid.
