The 777 only makes the directory read/write for the owner and the group attached to the directory. If you want acces by other users, add them to the group of the directory.
Actually, no. The third 7 means that anyone on the same system can read, write, and execute it. However, it doesn't work for remote systems, unless they first login to the system.
