Permissions on sites below Top Level

WSS 3.0 - and I am new!

I have several sites under my Top Level site and they DO NOT inherit permissions from the parent site. I have set up Sharepoint Groups for owners, members and visitors to a site for Reporting. I have put all the users who should be able to access the site into one of those groups.

Under that, I have folders in a REPORTS LIBRARY, with sub-folders for Month End, etc. Under those sub-folders, I have reports that are for Sr. Mgmt, Dept. Heads, Group Mgrs.

Non of these inherit from the parent...which I assume is the Month End folder. All sub-folders have specified users in assigned permissions. However, access is still denied to users who have access to the site, the folder, and certain sub-folders.

Can someone help me understand what I am doing wrong? Several of my users can't even see the site. This shouldn't be that difficult, but I can't make it work. Thanks for any help you can offer.
