Permissions on exchange

Everytime I create a new user,they can't connect to exchange because it asks them for password verification.It is very strange.
 
1. Check that you gave the right user the primary WinNT account. If you did then:
2. They are not authenticating with the domain and wont be able to reach the server.
Last ditch effort:
3. Open exchange admin and Grant the person user permissions under the permissions tab. ( you have to set this up under Tools -> Options -> Permissions and check the "show permissions tab for all objects" )If your site has more than one server, force intrasite replication.
 
If you have a PDC and one or more BDCs, open Server Manager, select the PDC, and from the 'Computer' menu select 'Synchronize the entire domain'.

What is probably happening, is that you are creating their account and mailbox and they are trying to access their e-mail before all the domain controllers have the account info. While the user can log into the workstation, Exchange may be authenticating with a DC that doesn't know about the user's account yet.

Just one possibility. It could simply be that Outlook is misconfigured.
