Permissions Not Inheriting Right

I am using server 2003 R2 & I have found an issue that I can not resolve & didn't know if anyone can help guide me. I have created a group called Sysmods & have given them full permissions on a specific partitions - For "This folder, subfolders, & files" Now when I drill down & go into one subfolder, the permissions change to "This folder only" I have it set to inherit permissions. I've also changed it so it doesn't inherit & made sure that group had full permissions for everything in that folder. Now, I drill down one subfolder & it then changes it to "This folder only" again. I just can't figure it out. Does anyone know why it could be doing this? I have also simply tested giving full permissions for a specific user & not the group. The same thing happens now. At one time this never ever has happened, so I'm not sure what changed. I will note this is happening on only one specific partion & not the others.

Wait, I want to make a correction...There is at least one more partition that this is occurring on, but not all of them.
