permissions in re-install

I'm going through a godawful reinstall of 2000, including SP4. Among other things it added "accounts" in Documents and Settings. Previously and now I have two users, one my name and the Administrator (though there may be three with profiles in Docs and Settings); Guest is and was disabled. <name> is in the Administrator Group (and was tried in the Power User Group, too) but has no authority to do hardly anything: can't install stuff, can't even download stuff. (<name> previously could do anything.) Plus it seems some things that I do as Administrator, install a new mouse driver for instance, doesn't take under <name>.

Can anybody help me get the permissions right? I'd like <name> to have optionally either Power User or Administrator permissions. I've tried all (??) of the Control Panel stuff to no avail. Thanks.

Check permissions on C: you may have to take ownership again [as admin].
In case of any GPO policies - Reset GPO settings
Reset registry permissions
Not sure if this will work for 2000
