Permissions for sending/receiving e-mails??

we've got a number of users who we believe are abusing our e-mail system.

is it possible to implement any form of permission/restriction in exchange so that only certain users can send and receive e-mails? additionally is it possible to restrict who can send and who can receive?

Depends on what damin structure you are using. If 2k or 2k3 with Exchange 2k or 2k3 with Active Directory. In Active Directory Users & Computers, right-click the user whom does not want to receive messages from, click the Exchange General tab, select the Delivery Restrictions button and under Message restrictions select "From everyone except:" and add the individual you want to block. When that person sends a message to this user, they will get an undeliverable saying they do not have permission to send to this user
