Permissions for directories under share

I can't figure this one out. No matter what I do the user files (FIN) are only 'READ ONLY.'

I have the following directory attributes:

APPS(share) <read,list> USER GROUP
- FIN <modify, read,execute,write> USER GROUP
- LOAD <modify, read,execute,write> USER GROUP
- REPORTS <FULL CONTROL> ADMIN GROUP

Rights are not being inherited.
Users are mapped to APPS.

I tried changing FIN to full control for the group, but that doesn't work and that is not the preferred access level. I tried having the users log on/off but the results are the same. APPS has modified access because all directories do not have direct user access.
 
If the users are mapping via the APPS share then they are only ever going to have Read-Only to sub-folders as the share permission you have set is Read-Only. Give them Change share-level permissions on APPS and your restrictions at NTFS level on the sub-folders will then apply.
