Permissions - deny sending mail but let them read mail 1

Can you setup acls on a mail file to allow the owner to read their legacy mail (and receive mail even) but not allow them to send new mail?
 
Yes, by allowing them to Read, but not Create new documents, or Public documents.
Of course, it would be better to modify the Memo form and remove the New Memo action, but the above should be sufficient.

Balls. I tried that earlier and it didnt work - it didnt save the email in the sent folder but it did send the email.

However, just tried it again - you sounded so sure! - and it worked fine! - I now get "You are not authorized to perform that operation."

Ah, you probably got the issue of the client having the "old" ACL still in memory. If an ACL update is made, you often need to close all windows that are open on that db before the new version of ACL is taken into account.
Of course, when users have their mailbox as default workspace page, then they have to close Notes entirely.
