Permissions changing when saving an Excel file

When permissions have been set for individual excel files on a Windows 2000 Server and the box (Allow inheritable permissions from parent to propagate to this object) has been unchecked so that the permissions do not flow down from the folder above as soon as a save within excel has been made the permissions from the folder above are pushed down to the file and the box is ticked again!!!

Please can someone help
