Permission to the Security screen

I have a new SQL person that just started. I am having an issue where he is unable to see the security screen. I have made him a local admin to the box that SSRS resides on but it still does not give him the ability to view and modify this page.

Sorry to waste eveyones time. Apparently he just informed me that he was typing his password incorrectly.
