Permission Problems

I have a file on the server called Commissions. Inside that folder are 10 folders Commissions '00, Commissions '01, etc. Within each of the folders are Excel spreadsheets from January to December. Now yesterday I gave access for the newest spreadsheet to a new employee to help the person doing commissions. Now no one can access any of the spreadsheets in folders Commissions '05 thru Commissions '09 and I can't figure it out. I changed ownership and changed pemissions and all the other folders can be accessed or denied access when changes are made, but I can't seem to get anything to change at the file level in the bad ones. When trying to open the files I get Excel cannot access 'January 06.xls'. The document may be read only or encrypted. It is neither.

On the security properties tab I have Allow-Full Control. On the Advanced Securities Properties I have no checkmark in the inherent box (doesn't seem to make any difference if its checked or not) when I edit a user it has Apply to: This folder, subfolders and files - Allow Full Control and the "Apply these permissions to objects and/or containers with this container only" box is checked. When I check Effective Permissions I get Allow checkmarks down the line. I'm stumped.

As always all your help is greatly appreciated.
 
Update: I took owenership of the parent folder Commissions and now I can open all the spreadsheets except those in the Commissions '09 folder. The other users still cannot open files in folders Commissions '05 thru '09.

This is just too weird.
 
Okay, I finally got everything working again. I had to go back into each of the non-working folders' Advanced Security Settings and again check the "apply these permissions to objects and/or containers within this container only".

I hope this helps others who run into this problem.
