permission denied - rcp and rcmd

I am new to Linux. I want to configure my Linux host to accept rcp/rcmd commands from another host (as user root). I am getting "permission denied" errors when I use "rcp" or "rcmd" commands to the Linux host. I can "rlogin" to the Linux host, but I get prompted for a password. These are the steps I have taken so far:

* /etc/xinetd.d/rsh and /etc/xinetd.d/rlogin files - set disable=no and reset xinetd

* Verified no host entries are listed in /etc/hosts.allow & /etc/hosts.deny

* Edited /.rhosts and verified hostnames, IP addresses for user "root". These hosts are also in the /etc/hosts file.

* Verified permissions of /usr/bin/rsh: -rwsr-xr-x

* Renamed /etc/securetty to some other name (so I can telnet as root).


Any ideas? Thank you.
