Permission Denied Problem

I am new to apache so bear with me.

I am getting the following error in my /etc/httpd/logs/error_log:

(13)Permission denied


I tried setting permissions on my cgi-bin directory to 777 but no luck. I have searched the web and tried different things but nothing seems to work. Help!!
 
More detail would be pretty useful - what are you attempting to do, and what shows in all the logs? The message you give is also rather terse - is that really all there is to the line? What are the permissions on the file(s) that you are attempting to access?

Please give any context you can when posting or it'll be a miracle of coincidence that anyone can help you.
 
I have a Progress webspeed application. The dbbrstest.sh file is a messenger that calls a webspeed broker. This same setup works on another web server but on this one I can't get past these permission denied errors. The dbbrstest.sh file is listed as shown:
-rwxr-xr-x 1 apache apache 3021 Apr 4 10:27 dbbrstest.sh

I apologize if I am not providing enough info, I am just not experienced in this area. The guy who normally looks after this resigned and I am trying to fill in. If you can ask questions and tell me where to look I will try to provide the information.
