permanently set "use dialup networking" when logging on

I have remote clients running a desktop with XP Pro. The machines are connected to the internet via Demon which is always on. The users connect to a server via VPN. The server deals with Antivirus and internet web filtering and monitoring. This server runs Windows 2000. The users connect the VPN using the Dialup Networking tick box on the Windows Logon Screen. There is only on dialup networking connection set one the clients.

What I want to do is permanently set the connect using Dialup networking tick box and ideally lock it out so users can't untick it, therefore the client PC's always connect to the server via VPN.

Is this possible and if yes how can I do it?

I'd welcome any help
