Permanently remove network

I setup a Belkin F5d8230-4 Pre N router at my CEO's home. For some reason, it keeps connecting to a Linksys in the neighborhood prior to the Belkin. After about 3 minutes, it then connects to the Belkin since it atop the preffered network list.

Is there a way I can stop this network from coming up prior to the Belkin? Is there a reason the Belkin is slow to be recognized? It has great signal. I have it locked down, disabled beacon and setup WPA security. And I don't want to disable network discovery in case he is abroad and needs it. The only thing I could think of is that this route has the same setup as the last Linksys that died, same WPA and same SSID - is the setup stored with the channel settings and all that and it's looking for the default Linksys settings prior to looking for the belkin (linksys - ch 6, belkin, ch 11)?

What type of Wireless NIC is installed in the PC?
If the NIC is not an N card make sure the router is set to mixed mode.

It's an internal Intel WNIC on a Toshiba Satelite laptop.

To build upon what Beowulf is asking, if the imbedded card in your laptop is not an 'N' card, it is, most likely, looking for a G or B signal and finally, your N router is renegotiating down to G or B to grab the connection.

Getting an external "N" card may solve your problem.
