permanent ad window

I hate to ask this, b/c I hate advertisers - but does anyone know how-to/where-to-find information on erecting a permanent window on the browser. I'm building a ad-supported web service for this guys' business' customers, and he wants a permanently rotating ad window - (NET-0 style) - any ideas with JAvascript, or other languages?
