Perl not executing properly?

Hi,
I have just installed windows 2000 advanced server on a new PC. I need to install DiscusWare (a message board) and I have downloaded a cgi script which is supposed to allow me to set up the board. When I try to run the cgi script from the browser it displays as a text file. When I change the extension from .cgi to .pl, a dos window pops up and scrolls through a heap of stuff before I can figure out what's going on. I have given the folder where the script is access to execute, I'm not sure what else I'm doing wrong... can anyone help?

First thoughts:
1. make sure you have a web server running on that
machine, and

2. make sure the web server is *properly* configured
to run cgi scripts.

I'm not on a Windows system so I really can't help you much in terms of the technical aspects of this.
