Perl code generator ?

Hi,

I was wondering, does there exist a Perl code generator?
More specifically for the following :

a tool where you can setup your connection with a ODBC database, design a webform, write a select, update, create or delete query
and then generate a basic html page, and the .pl file which goes with it?
