Performing root functions

How do I force a change of time or a re-boot of the machine without logging in as root
 
Some people create a user 'shutdown' with root privileges (ie a 0 uid) which when logging in, executes a shutdown command in .profile. I guess you could do the same for a reboot.
 
I am a little confused about what the issue is. Why would you need to do either of these functions as a non-superuser? Is there a problem with your system where you are unable to log in as root, or is this merely for security purposes so that lower level administrators are able to do these functions without access to the whole system.
