Performance of web site

I have an Intranet site that you can upload files and download files using Windows workstations and servers. Some of the files are as big as 100 mb. A 100 mb file takes about 10 minutes to upload. The customer wants me to be able to expedite download and upload speed. Please advise if speed of upload and download is dependent on the environment? Basically it is relying on client bandwidth speed and server bandwidth speed?

 
Of course the speed is related to the environment.

You can take steps to speed things up at the server end via server set up and bandwidth capabilities but ultimately the speed will only be as fast as the slowest part of the journey between your server and the client downloading.

For instance, you might have the fastest server in the world capable at delivering the data at huge speeds to hundreds of users at a time. But if the person downloading has a 1Mbit connection you'll only ever attain a maximum of 1Mbit.
