Netware Remote Manager is a good place to start just to get an idea of any problems that might be happening. Sort of like a general check up when you go to the doctor, you can view the current status of the server.

There ARE NO bottlenecks in NetWare 6. 
The bottlenecks are in your hardware, disk system, memory (or lack of)..
A properly running server should run at about 2-3% utilization (at least less than 5%) on average. Running higher? that will cause noticeable performance issues. So you troubleshoot to find out what is causing high utilization, once you get that, your server will run sweet.
You can look at the MONITOR.NLM tool or better the remote manager mentioned above.
