Per user or per device

Since dealing with Terminal server which seemed to take every device that attached to the server as a new device and their didn't seem to be a way to remove the devices, example if the computer was replaced with a new one the old device would still be there or if I logged in with my notebook then that became a device.

I was wondering how this works with SQL server. If you go by device do the old devices stay that way or if you go by user and you terminate an employee will the old user be counted as a user?

No it isn't. With SQL Server it's done via concurrent users or consurrent devices. If you will have a max of 15 people connected to the server then you need 15 user licenses. Even if you have 40 people staffed around the clock, as long as no more than 15 are connected at any one time you should be fine.
