Hi
I want to know the 11 steps to upgrade peopleSoft 7.0 to PeopleSoft 8.0.
and the difference in Peoplesoft and peoplesoft DBA(resposibilities)

The upgrade documentation is available from Customer Connection. There are more than 11 steps if you are counting all effort required.
The second part of your question does not make sense to me.
