Pending-Running-Pending?

I will venture a guess here.
First pending message is job waiting to run. Waiting for the right time, condition, etc.
Running message is just that. The report is trying to run.
Second pending message may be due to the fact the report failed from some reson but you have a "retry" setup so it has gone back into the pending state. Try removing the retry from the report and run it again. It should then fail after the first attempt and the server may then provide an error message.
