peformance issue

Hi there ...we are running a brand new prolient ml530 g2 with win2003 server. The performance is terrible. System wise it look ok except that the windows performance monitor shows pagefile usage at zero. THe swapping and memory usage is at 100%. could it be that the pagefiles are mot being used?? much more info if anyone is interested in helping. We go live in two weeks so i must get this sorted out.
