I was working on sockets 'n stuff when I came across a common issue, how do I talk to a peer not on my network or even not in my ISP? Basicaly I'm just wondering how to contact someone that is under a proxy but I still know there underlying IP? If someone could help that'd be great.

Apart from this i don't recall anything else

Maybe you can combine it with Net::HTTPTunnel or something.

If their IP address is visible - routable to - then you can connect to an open socket on that peer as normal.

If it's not visible, the proxy needs to be set-up to pass on your connection request to the peer either directly or using some srt of tunnelling as perluserpengo suggests.

Another alternative would be to have the peer initiate the connection rather than yourself, outgoing connections are frequently allowed when incoming are blocked.
