PE 6400 hot-swappable PCI slot headache

I'm having trouble finding a USB 2.0 card that will work with the hot-swappable PCI system on the Dell Poweredge 6400.
The PCI slot will not power on with the card in the slot. I've tried 2 cards so far with no luck.
Is it possible to disable the hot-swappable feature so the PCI slots are always receiving power?
