PE 2650 will not boot up with 2 Intel Pro 1000mt installed

Does anyone know why a Poweredge 2650, won't boot up when 2 Intel Pro 1000mt are installed but will boot up with just the one card in it.
Tried installing NICS in different slots and tried using another NIC card but no joy.

Disabled the onboard nics from BIOS.

Run out of ideas.
Can anyone shed any light?

Did you try all the combinations to determine its not a bad PCI slot or NIC?

Dell makes a diagnostic program that runs from DOS that can verify the server hardware. I would try running that also.
