PDT doesn't work?

I have tried to login to PDT on a OPT 11 rel 25.4. It won't let me. The system does not respond at all. I am on a direct serial connection at 19200 baud on TTY 0. I know all about PDT except why this system wont work. I have been told that Release 25 is the same login as release 4.5 which is what I am trained on.

This TTY port may be set as a modem port, either use a modem eliminator, or switch to tty 1 and try it.

Is the terminal program set to 8N1 ?

try at 9600 used to work on older systems. Which bit doesn't work prompting for the password or the password itself?
