Hi

we have ns500 and I have programmed the 3 keys of the phone operator PDN so when a key is busy I cannot receive other calls on the other 2 keys.

For what purposes have you programmed the PDN buttons? PDN is only paired with SDN.

The PDN function has a requirement. You cannot assign S-CO, G-CO, L-CO, ICD-G buttons on the same PT if a PDN button is assigned.
