PDFlib to offer personalised pdf

I have a group of existing pdf files which I need to personalize on-the-fly, i.e. "This document especially prepared for..."

Ideally I would like to use PDFlib to create a new pdf with my custom text and place an existing pdf within that document for delivery; although I only see options for raster image files, like tiff or jpg files...

Does anyone know of an easy way to accomplish this task?
