PDF zoom level

Had a user with an issue with pdf zoom levels. When downloading the pdf would be zoomed in to 300%. I assume this is some kind of browser/local setting on the users computer. Anyone know anything that can be done about this?

AFAIK, PDF has a saved default view and zoom. If none is specified, then maybe it is every person's reader that decides the zoom, but I am quite sure it has nothing to do with the browser or any html based code.
