PD Wizard: Error 429

I installed Visual Basic on a Windows2000 machine. Then I created a test project. I compiled correctly but when tried to make an installation packet by means of the Package and Deployment Wizard, the following error was diplayed: Error 429. ActiveX component can't create object. This blocking error was displayed when starting the 1st step of the procedure.

All files and DLLs seem to be correctly installed and registered.
 
The VB PD wizard seems to have more than one trouble. The only solution I can think of, in this case is to try to reinstall VB or Visual Studio, whatever the case might be.
 
Another option would be to use a different installation package altogether.
