PCML document source cannot be found 1

My program finds the PCML file and runs the RPG program fine when running from my PC. I am using Websphere 5.0 and its Test Environment web server locally. But when I move my classes and PCML file to the AS400 I get the error that it can't find the PCML document. The AS400 is running Tomcat for the web server. The PCML file is in the same location on the AS400 as it is on my PC. So what would make the difference?
