PCI fiber 1000base sx and Windows Server 2003

I was wondering if PCI Fiber cards work well with Windows Server 2003. Also, when they are installed, can I configure them like a NIC card.

I.E. Assign an IP address and gateway information to it.

3Com Gigabit Fiber-SX Server NIC #3C996-SX or if you know any that does the job well but costs less please tell me.

Oh the computer that its going in will be a ISA server connecting to the master switch in another building.
