PCAnywhere session freezes after log on

We have a Windows 2003 server that is in a remote office. If we reboot the server and connect through PCAnywhere, we get the Windows 2003 log on screen. If we then log on, then instead of the desktop being displayed, we just get a blank screen with a flashing cursor.

We then have to talk a user through ending the PCAnywhere Host Session and restarting it.

Any ideas what is causing this?
