PC tries to connect to 0.0.4.0 IP address

I have a pc on the network that is makin my fw go haywire because it is constantly requesting DNS for 0.0.4.0. It looks like it is NTP on that PC but not sure why this PC is requesting that address. It should be getting its time from the domain controller. Any ideas.
 
Will the firewall software on the pc allow you to block outgoing address of 0.0.4.0 ? If not, block the port till you find the application that is doing it.
