PC-to-TV, no TV Out

I have IBM PC, Pentium III, 1 GHz, 128MB RAM.
My graphics card is integrated on the motherboard. There is no TV Out on the card.
I would like to connect my PC to TV, basically to watch video materials on big screen.
Logical way would be to buy new graphics card with TV out, but on motherboard that I have, there is no free AGP slot, just 2 PCI slots (one is occupied with internal modem). As I know, PCI cards have poor characteristics in comparison to AGP cards. The other problem is that they are very hard to find, because almost no-one is using them any more.
What should I do?

As I can see, there is two solutions:

1)Replace motherboard, and buy a new AGP Graphic card;
2)Buying Scan Converter (PC-to-TV converter), to convert VGA signal into TV-friendly one.

I would like to hear your suggestions.

P.S. If your are suggesting Scan Converter, please recommend model and manufacturer.
 
I would personally recommend getting the motherboard and video card. The reason I say that is you can get both products for about the same amount you can for a decent converter. Just keep in mind that this is my opinion. Here is a link to some converters. Pay good detail to their specifications as most video cards out there have the same specs and are reasonably cheap. It's going to take a little research on your part to determine what you ultimately want. Let me know what your final decision is going to be.
