PC reboot repetitively after installing DVD ROM

Processor: Athlon XP 1700
Motherboard: MSI KT3 Ultra-2
Memory: Apacer DDR 512MB
Harddisk: 30GB Maxtor
CD-Writer: NEC 40X/20X/40X

I recently bought an Asus 16X DVD-ROM. I installed the DVD-ROM as slave secondary IDE 2. This IDE is shared with the CD-Writer. And the IDE 1 is connected to harddisk.

I start my PC. I can see DVD-ROM is detected. However, it won't proceed to Window OS startup. It reboot repetitely till I switch off the power supply. I start my PC again but the problem still persists. Any idea what is happening ?
Is my power supply not enough to sustain the power consumption ?
 
This usually happens when the powersupply is overloaded
( a DVD rom use 25-30watts )
To test if this is the cause you can disconnect the other cdrom(NEC) ,just having your new one connected .
If it works then ,your PSU is underdimensioned .

I have tested using just DVD-ROM but the problem still
occurs. (I also tested using 52X CD-ROM). I had noticed that my system is able to boot into the OS when I ejected the disc tray (without closing it). If I closed the disc tray, the same problem would arise.

And I checked through the suggested site that I found only about 300 Watt of power is needed (DVD-ROM + CD ROM). My power supply box stated it could support till 400 Watt.

It's really weird...
 
Can you boot into safe mode(F8 pressed during boot) and check "device manager" .
 
This is almost certainly a driver issue. DO as the above post says and uninstall the DVDrom while in Safe mode.
