PC not starting up at boot

Hi all,
I have a Dell Inspiron 530 with Windows Xp Home Edition Service pack 3.
I have been having the problem that when I shut down the computer or reboot, it doesn't reboot first or second try. It goes to a black screen with the cursor flashing in the upper left corner of the screen. I can only turn the computer off then back on after a minute. I will do this until it decides to boot all the way up. I don't even get to the windows logo or anything.
It doesn't even get to the part where I can choose to go into the boot screen (F2) or the setup (F12) key. I could use some help with this one.

I was going to say the same....PSU first.
But
Check the motherboard for bulging/leaking capacitors.

some PCs have problems if you leave your IPOD plugged in on bootup....
