I have a PC which has had a ASROCK motherboard put in it, a clean installation of Windows XP Pro and all the drivers.

But every time you plug anything into it i.e network cable, usb pen, or even open a CD draw it reboots?

What can the issue be, I have checked all cables and kead and they seem fine.

Thanks in advance.

Have you changed any BIOS settings ?

Try shunting the BIOS jumper for ten seconds, then put it back to normal and boot. If the problem persists, shut it down and unplug it, then check that all extension cards, RAM sticks and plugs are completely and properly in place. Check that all the fans turn normally, especially the PSU one.
If none of that works, you might have a short somewhere. Try removing all extension cards and see if the PC boots that way. If not, your problem is with one of the components that are left : the CPU, the RAM or the motherboard.

or even open a CD drawer it reboots

How about a slight tap to the case? Does that cause it to happen? Sounds like it might be a loose connection inside somewhere, maybe the Power Supply, or a grounding problem.

If the physical tap does not cause a reboot I would investigate the power supply. If it came with the case or is an old unit it may be way underpowered or bad. All the events you listed ask for a little power when engaged.
