I would like to know the following:

what are the requirements to make a sit using ASP, HTML, DHTML, VB Script / Java Script ?

Also what should be the PC configuration of the Users who will be accessing this site?

which is better to use in this Project VB Script or Java Script?

You need a server running IIS to run ASP and VBScript. For the users browser to understand client side VB they must be using IE. Javascript is better since it is cross browser compatible.
