PC booting up to blank monitor screen

PC froze, user rebooted it and now when it comes up, the monitor remains blank. The light on the monitor remains amber, but there is a green light on the CPU and the keyboard. When the PC is booting, user says it is not making any of the normal booting sounds, everything is silent. The PC is an IBM PC 300PL and the monitor is an IBM E74M monitor. The user has tried unpluggeing and replugging everything. Please help. Thanks.
 
If it's not making the "booting sounds" it's probably not booting. Could be the PSU or memory or the CPU. No way of telling with the info you gave us to work with.
 
Thanks for your response. My problem is I am not near the PC - it's in a different state. If the problem is on the PSU, shouldn't there be no lights at all on the CPU and the keyboard? The CPU and the keyboard have green lights when the PC is powered up.
 
The 12Volt could be shot i guess.
Leaving 3,3v and 5v operative .
Fans , harddisk use 12v
Leds 5v
 
Could be any number of things, depending on how computer-literate your user is and what sort of hardware. Could be the computer has on-board video and a video card, the on-board video is disabled, so guess which one he's plugged the monitor into?
