Back in the day of Windows 95 and 98, there were quite a few programs out there that helped keep Virtual Memory and the swap file optimized. There were even others that helped you identify background processes that could be disabled, which helped speed up the occasional gaming.
But these days, any such program would be all hype. Your best option is to invest in a modern PC with at least 1GB of RAM. No special program needed!

And as a second caveat...many of these so-called 'optimizer' programs today are loaded with spyware or ransomware (locks up your machine unless you buy their product).
A best practice would be a clean install, install ONLY the apps needed, see if things get better. We all fear losing our "stuff" when all we really lose by a clean install is the excess crud, provided you have a good backup plan and all your program disks or exes, you will find you can live without the accumulated dross.
