PC Anywhere-modems won't synch

I'm trying to install PC Anywhere on 2 computers. I've had them side by side with two phone lines. I've tried the internal modems that were originally installed in the PCs, and also tried to use two external Phoebe modems.

Under all circumstances I can get the host to answer the phone line, but the modems just keep buzzing for minute or so, then disconnect.

The two PCs are running pretty vanilla W98SE setups. I'm pulling my hair out on this one...any suggestions? In particular, any recommendations for the type of modems to use reliably?
