PBX says DS1 out of service but CMS says idle

I have CM6.3 and when I status a trunk group one of the boards says out of service NE. I test that board and get a fail 141. When I look at it in CMS as a realtime trunk group report all those B channels show idle when typically when they are out of service it will show MBUSY.

I don't know if this is a CMS or PBX question so I'll start here.

You can believe CM - you have a circuit issue which takes trunks out of service
so users do not have connection/audio issues on trunk calls until the circuit issues are resolved.

CMS gets data from CM and interprets it.

Yellow Alarm Inquiry Test (#141)

The Yellow Alarm Inquiry Test determines whether the remote DS1 endpoint is
transmitting a Yellow alarm. A Yellow Alarm indicates that the remote DS1
endpoint has an out-of-frame condition. Once the Yellow alarm is confirmed, all
trunks on the DS1 board are put into the out-of-service state. The Inquiry test
will be run every 10 minutes until the Yellow Alarm is cleared. When the Yellow
Alarm is cleared, all trunks on the DS1 board are restored back to their
previous service state before the Yellow Alarm was raised.
